This academic paper reports the independent evaluation of the first phase of the Health Foundation’s Safer Patients Initiative (SPI).

The evlauation provides a rigorous and detailed evaluation of the SPI programme, using a mixed method evaluation involving five substudies, before and after design. The aims were to identify the net additional effect of the SPI programme, and any differences in changes in participating and non-participating NHS hospitals.

The paper provides a challenging view of the effectiveness of the SPI programme, demonstrating the many challenges and hurdles that are presented by large scale safety interventions.

The SPI programme was associated with improvements in one of the types of clinical process studied – the monitoring of vital signs – and one measure of staff perceptions of organisational climate. No additional effects were found.
